It's not a problem if it's not actionable is a way of looking at a list of problems.

##### What would the opposite argument be?
How do you know that a problem is not actionable? Since [[Barbells make you stronger]] it's possible that no one has figured out how to solve it yet, and the solution could be part of the list of [[black swan events]].
